Public WorksAnnual Wage Pay Range - $41,701 - $55,602GENERAL PURPOSEPerforms a variety of working level specialized, skilled, and technical duties related to installing, maintaining, calibrating, programming, and troubleshooting electronic and electrical instrumentation and controls throughout the treatment plant, wells, pump stations and sewer lift stations.
SUPERVISION RECEIVEDWorks under the general supervision of the Water Treatment Supervisor.

ESSENTIAL FUNCTIONS SCADA Systems:
Plans and organizes the development and implementation of SCADA system software and hardware.
Installs, inspects, services, maintains, replaces and troubleshoots a variety of electrical and electronic/electro-mechanical equipment, telemetry systems, and other computerized process control equipment such as PLCs, RTUs, and SCADA system devices used in the water treatment and distribution operations of the City as well as Sewer Lift Station remote monitoring.
Maintains records on work accomplished, including time, materials, and equipment used.
Utilizes computers and related applications to program and set up equipment for required operations.
Coordinates and performs repair and maintenance activities with other staff to minimize disruptions of water deliveries.
Conducts inspections of SCADA facilities and infrastructure to identify need for repair and maintenance; responds to emergency situations.
Operates and monitors water operations and deliveries utilizing SCADA systems.
Reads, understands and relates water measurement electronic or magnetic meter readings to manually measured and observed field conditions and situations.
Interprets and performs installations from electrical diagrams and specifications specific to individual site requirements utilizing low-voltage wiring and conduit installation when needed.
Using a combination of Ladder logic and HMI software; troubleshoots and resolves SCADA programming problems and writes programs for new or enhanced SCADA functions; assists in troubleshooting system wide issues by tracing failed functions from source to destination.
Understands modbus communications and the differences between analog/digital inputs/outputs and the uses of each.
Installs, services and conducts preventive maintenance on City remote communications facilities and telecommunications systems including, two-way radio, spread spectrum, microwave wireless, voice, data and SCADA systems; sets up and manipulates alarm and alarm paging programs as needed.
Thorough understanding of computer networking and ethernet communication.
General Functions:
Checks and services multiple remote SCADA sites; performs routine maintenance and emergency repairs; operates a variety of specialty equipment including multimeters, calibration devices, tachometers, current sensor, specialized computer software, etc.
while performing daily duties.
Performs duties with due regard for personal safety, that of other employees, and the public.
Maintains remote sites in good repair and proper function.
Performs other duties ( including general labor ) as required.
MINIMUM QUALIFICATIONS Education and
Experience:
Graduation from high school; ANDTwo (2) years of general work experience performing above or related duties; OR An equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
Working knowledge of operating basic manual and power tools; SCADA and related telemetry technologies applications, methods, practices and procedures; chlorine applications and related hazards; safety practices and procedures related to water and wastewater environments; general water quality regulations and standards; general laboratory methods and practices to ensure quality control and accuracy; various computer applications and technical computer equipment related to above duties; interpersonal communication skills.
Ability to work autonomously or as part of a team.

Ability to make minor repairs on assigned vehicles, perform physical labor; develop and maintain effective working relationships with co-workers, local agencies and the general public; communicate effectively, both verbally and in writing; work from blueprints; tolerate weather extremes in the work environment; perform intermediate mathematical computations in reading and using various meters, gauges and related devices.
Special
Qualifications:
Must be willing to maintain a flexible working schedule, and occasionally work weekends and shifts.
Must possess Water Treatment Operator I certification within 12 months of hire.
Work Environment:
Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, push and pull, bend and stoop, twist and kneel, and able to climb into and out of underground vaults; may be required to lift up to 50 pounds or more on occasion.
Aspects of the work require talking, hearing and seeing.
Common eye, hand, finger, leg and foot dexterity are required.
Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking.
Daily local travel required in the normal course of job performance.
Ongoing exposure to changing weather conditions.
Daily functions may result in exposure to hazardous conditions such as heights, odors, explosive and asphyxiating gasses, noxious chemicals and blood borne pathogens.
o o o As per Washington City policy and/or procedures, a background check, and drug screening evaluation will be required for potential new hire candidates prior to an offer of employment.
